Can a team member pass the electronic tag to another team member?

Let's say the team member who leaves Cottesloe Beach with the electronic time device tag is too rooted to swim the last leg to the beach. Is it ok for that team member to remove the tag and give it to another team member who will be the one to cross the finish line? Or does the tag HAVE to stay with the swimmer who leaves Cottesloe Beach, in which case this implies that the swimmer who leaves Cottesloe Beach MUST be the one to cross the finish line, and no-one else.
